Permissions for managing Officials

The Officials Coordinator role grants dedicated permissions to manage all aspects of officials in the system. Unlike the more privileged System Administrator and Registrar roles, this new role focuses solely on official-related tasks. Assign it to an account holder responsible for coordinating officials without giving them access to broader system functions.
